Tom is a long-time investor in the impact sector. He has been named as one of the architects of the Impact investing space. Tom hails from a family deeply rooted in Latino Civil Rights leadership. His father, Assemblyman Phil Soto, made history as the first Latino elected to the state legislature in 1962, while his late mother, Nell Soto, served the last ten years of her life as a prominent member and leader in the California State Senate. Living in an era he considers the most incredible, abundant, and dynamic in the history of humanity, Tom manages his family investment office, Latimer Partners, LLC. Over the course of his career, Tom has owned four PE funds. Each standing at the intersection of energy, climate tech, carbon monetization, renewable energy, and various Fourth Industrial Revolution platforms. Through technology, including AI, fintech, and blockchain, he actively advocates for diversity, equity, inclusion, and a carbon-free future, influencing LPs and tech platforms to embrace these values. Tom has played pivotal roles in climate change initiatives, Clean Air Act Standards, and the removal of diesel from municipal procurement processes nationwide. He champions the need to decarbonize the economy and advocates for a political process and regulatory framework that will pave the way for a clean economy, driving the planet into a future of prosperity and abundance. Formerly the Chairman of the New America Alliance, a national Latino business initiative, Tom is also a founder and Vice Chair Emeritus of the LA Clean Tech Incubator. He serves as a Trustee of the California Science Center, a Trustee of the NRDC, and an appointee to the California Lithium Valley Commission. After selling his fund, Craton Equity Partners, to TCW in 2013, Tom became the Managing Director of Alternatives at the $198 billion fund. As an Investment Committee Member of TCW Alternatives, he, along with his colleagues, led the platform's growth from $300 million in AUM to $10.3 billion in three years. Tom is a former member of the board of trustees of the Redwood Mutual Fund, owned by Aspiration, where he also served as a former Sr. Advisor. Aspiration is the country’s fastest-growing, fossil fuel free online bank and financial services platform. Tom's public service includes being a two-time appointee of President Clinton and serving as the Team Lead for The Executive Office of the President’s Transition Team for the White House Council on Environmental Quality during President Elect Obama's term. He is also a founding member of the Executive Council for Clean Energy for President Biden. Tom and his husband reside in Los Angeles with their fourteen-year-old son.
